The re-authorization of the Elementary and Secondary Education
Act by "No Child Left Behind" brings with it additional responsibilities
for states in funding comprehensive school reform grants. Under
the new regulations, state education agencies (SEAs) must analyze
CSR program applications from local education agencies (LEAs) to
ensure that they are grounded in scientifically based research or
strong evidence, best practices, or sound professional judgment,
and have been replicated in schools. Each of the 11 CSR components
in a school's applications must include some supporting research
or evidence of effectiveness.
