Under the new legislation, local education agencies (LEAs) are
required to design and submit comprehensive programs that address
11 components and are grounded in scientifically based research
or have strong evidence of effective practice and proven methods.
Particularly, the program must integrate proven strategies for teaching
and learning rooted in scientifically based research or proven practices
that have been successfully replicated. The program must have been
found, through scientifically based research, to significantly raise
student achievement, or have strong evidence that the program will
accomplish these results.
There is no scientifically based research on the interplay of the
various CSR components or their impact as a whole (Component
XI). There is more rigorous evidence available on specific reading,
math, and science strategies (Component I),
and some strong evidence on some of the CSR models that are often
implemented to support a school's CSR program in various areas.
In terms of the other components, schools will likely have to rely
on other evidence, including standards of professional practice,
and other reports of professional best practices, to plan their
programs.
